In the UK you can't tell what the weather will be like one day to the next let alone in three months time !. In general April is mild, around 15c, and has the least rainfall during the year apart from perhaps July. That is a generalisation though and the weather recently has confounded many general forecasts, being much warmer than normal for the time of year.
I would say that it would be normally be ideal weather for looking at gardens etc - not too hot. You may want to think about later in April rather than earlier to make sure all the gardens had opened for the season.
Not sure what type of accommodation you are looking for. I have a two bed self catering cottage in Bourton-on-the-Hill, near Moreton-in-Marsh which is very near many of the gardens in the North Cotswolds (one only a short walk away). Check my website for more details - www.slatters-cottage.co.uk.
