Hi,
I live in Broadway and have arranged car hire for guests from a Car Hir company in Evesham (the company I have used deliver and collect from our cottages). I am sure it would be possible, therefore, to take the train to Evesham from London Paddington and pick a car up from there to start your tour of The Cotswolds.
Alternatively you could hire a car from Cheltenham or Oxford and possibly other places.
I would recommend that you choose a starting place and then google the name of the town with the words car hire and see what comes up.
