Puppy breeder pleads guilty to animal abuse

A former Pike deputy judge-executive pleaded guilty to more than 120 counts
of animal abuse Monday in exchange for probation.
Randal Good of Grapevine Road, Phyllis, was arrested June 30 and charged
with 121 counts of second-degree animal cruelty. Good served as deputy
judge-executive under Karen Gibson and ran on the Democratic ticket in 2002
for judge-executive.
Good was sentenced to 180 days in jail, which was probated for two years. He
agreed not to breed or keep animals on his property for one year, excluding
stray cats that run around his and his mother's homes.
Good will be allowed to keep animals on his property during the second year
of his probation as long as the Pike County Humane Society and Pike County
Animal Shelter can make random inspections during that time.
Good also had to forfeit all animals seized from his home during two raids in June.
On June 30, 46 animals, 45 dogs and one cat, were confiscated from his
home. Another 76 dogs, one cat and two birds were taken from the home July 7.
Many of those taken June 30 were underweight or covered in sores. One dog
had a broken leg, while many had lost hair and were living in cages filled
with feces. Workers also found the skeletal remains of one dog still tied to
a tree and another puppy dead in the creek. Burned remains also were found.
"I'm very sorry to see you here under these circumstances," Pike District
Judge Kelsey E. Friend told Good during the hearing.
Friend got the case after District Judge Darrel Mullins recused himself last month.
Mullins said he had received countless letters and petitions, mostly from
outside of Kentucky, since the case began asking him to give Good the
harshest punishment allowed under state law: one year in jail, a $500 fine
and prohibit him from possessing any animals in the future.
Mullins said the letters were inappropriate and sent the case to Friend.
Those humane society members, shelter employees and animal rescue operators
present during the raids celebrated after Good's plea Monday.
"We're just happy this happened," said Animal Shelter Director Drew Justice,
who also thanked those who donated and helped foster the animals taken from Goodıs home.
Justice and others said Good's sentence should serve as a lesson to others
in the county who have more animals than they can tend to or who abuse animals.
He said there has been a "drastic" change in the way some of the county's
animal breeders do business since Good was arrested.
"They're still going to be watched closely and monitored," Justice said. He
asked people to call the shelter at 432-6293 to report animal abusers.
Those all over the state who fostered those animals now can adopt them, as
long as the pets are spayed and neutered, Justice said.
"Our main concern was that these animals get into a safe place," said humane
society member Bonita Rose. "Now they're finally released to do that."
Humane society member Donna Stratton said she would like to see the laws
changed so that animal abuse carries a harsher punishment. But for now,
she's satisfied that the animals she helped care for after the raid are
finally able to be adopted.
"We hope that all these little animals find happy homes for the holidays," she said.
